Sending automated postings of the rules by the listed moderator is a common practice. I do it myself in the few echos that I manage. You state "Elected" or "Chosen". Moderators are not always either elected or chosen. Elected or chosen by who? One can start an echo of their choice, list it with themselves (Or someone else) as moderator, and begin it's distribution. Regardless of whether you adhere to the Elisting concept in Fidonet or not. Are the rules overly complex? I see them as a rather simple statement of what behavior is expected. I guess I fail to see the point that you are trying to make.
