while that is true, it is possible that it could cause problems if an echomail
hub rescans an area and that rescan gets distributed... especially if the
tosser doesn't recognize the ^ARESCANNED control line... if they do recognize
the ^ARESCANNED line, they should not pack the message for _any_ linked systems
 whether listed in the seenbys or not...
