10.    NATIONAL  ECHOMAIL  LIST:    The  National  Echomail  List
identifies the  available national  conferences,  the  conference
moderator and  requirements of the specified conference.  The ZEC
will appoint the keeper of the National Echomail List.


How about definition of and duties of a *EC in section II. They do not
exist anymore.

Section III
1.  GENERAL:   It is  the duty  of the  *ECs to make available to
any  Fidonet  Sysop,  any  conference  which  the  Sysop  is  not
prohibited from receiving by not meeting requirements as mandated
by the  conference moderator.  If for any reason the *EC does not


And then section III 1.4 which says:
A *EC shall do everything in their power to insure that:

     4.   Downstream links  are not  engaging in  topologies that
          increase the risk of duplicate messages.

This is repeated in sections 2 & 3.

Section III.4 requires the NEC to maintain an echolist.

Section III.5 gives duties for the Echolist Coordinator, who you do not
even acknowledge to exist.

Section IV.2,3 & 4 define elections for ZEC, REC and NEC -- when is the
last time this was done anywhere?

Section V.6 on restricted conferences, and in particular SYSOP only
conferences.  We all know that non SYSOPs are allowed to have access to
conferences such as FN_SYSOP by some nodes -- we just don't know which
nodes are in violation of that.

V.16 is a joke in today's message volumn climate.

V.17 basically says that the FIDOWEB is in violation.

In short -- much of the document is history, out moded and not followed
by anyone.  Parts of it directly forbid current practice.

SO -- tell us which parts of Echopol1 you think are being followed.
