It's always good to have evidence ofcourse. But did you know that the Voltage changes you mention often was the source of a lost Neutral power line in a 3 phase power sypply? The supplu can than behave at all Voltage levels up to 415 Vac~. That's a serious error between the cabling from the central transformer in your region to all the houses in the street. Or sometimes to your home only, if it wat only the "lost" Neutral in your cable. Ask you nabours if they had the same faults in their local electricity system? In my home the Blue Neutral is directly connected to the Green/Yellow Earth conductor for security. Ofcourse your UPS is a good security in this case, but there are also relays that opens if the Voltage is out of its normal range to secure all apparatus in your (mobile) home, caravan, ship, or whatever.
