what arron seems to not recognize is that one's insurance can lapse... if one
moves around, it is entirely possible that notification of this lapse can be
missed... especially if it is via postal mail and one doesn't have a mailbox at
 the post office...

my insurance lapsed one time several decades ago... i wasn't aware of it
because i was moving/traveling quite a lot at the time... it wasn't until one
day that i realized i hadn't seen any notices about my insurance so i called
the company and found out... turns out they didn't even try to notify me... all
 they did was send the bill one time and if it wasn't paid, they dropped the
account... that was the last time i used some no name 3rd party low cost
insurance company...

i'm also aware of a lot of people that are below the poverty line and trying
their best to stay afloat... many of them go to "the general" for their
insurance... they pay a fee and get the digital card which they show to the DMV
 when they get their plate... that might be the only time they pay that fee
until the plate has to be renewed the next year... then they do it again all
the while hoping they don't have any accidents or otherwise have something
point out that they do not have any insurance... eg: going through a road block
 license check which are springing up all over the place and have lead to the
use of mobile apps where you can report these checkpoints so others may avoid
them...
