You need to examine that quote in the context and circumstances in which it was made. To start with, for the House to impeach Trump would result in nothing of value to the Democrats. The fact is that the Republican Senate would never convict Trump, and so in the end nothing would be accomplished. What she is saying is that she would rather focus on having Trump not be elected to a second term. If and When that happens, he would then be subject to indictment and trial on the multiple instances of obstruction of Justice that Mueller documented -- with evidence.
