Actually, what happened is that the German goverment continued its generous social spending programs after WW I. Unfortunately the war reparations demanded by the Allies pretty much destroyed the German economy. In about 1922 or 1923 the German economy collapsed due to rampant (100 percent per DAY) inflation, and with it went the German government.
