If you have the Internet on your smart phone you can install a Telegram
messenger program. It allows to communicate freely with other Telegram users
using an encrypted protocol. The FSB (the Federal Security Service) demanded
from the owner of Telegram to pass the decrypting keys to it so that the FSB
could control the Telegram messages on the ground of fighting with terrorism.
Telegram had refused and it was blocked. The messenger is popular in Russia,
and it constantly invents ways to go around the blocking, frequently changing
its IPs etc.
