          Once I'd typed out enough of the citation Google located an article
published in the July 1962 edition of the ROTARIAN magazine which seems to be
the one you are referring to.  This version says "inspired *by* the woods and
hills", as you suggested.

          From a stylistic POV I'd keep the second "by" as it stands....  :-)
