[ADM] ELIST Conference 
So, here's how I'm doing it: I'm creating rules files to upload to the
bot using the following format:
TAG <echotag>
PASS <password>
RULE <title>
<rules text goes here>
<end with three dashes>
I then send this via a message using MOD RUL to the bot.
Will this still work?
