Very minor bug fixes.

- If you wish to have messages rejected due to Circular Path Detection
  (CPD) written to the log file, create the dummy/semaphore file called
  DBRIDGE.RCP (Report Circular Path)

- Added CPD ON/OFF to DBUTIL CHANGE.
