I can't recall what the requirement was for Anchorage, but I do have a drivers license/voter ID with my address on them. As to Lake Havasu, they wanted a utility bill/property tax statement. The town is full of snowbirds, so the local government is very aware of us. No computer connection between the two systems that I can see, except the on-line software is the same brand (slightly different interface, but not much). Ebooks are delivered to my gmail account by both systems, and the Kindle handles it from there. As long as I have WiFi access, anywhere on the planet I suspect, it did work from Europe a while back. GDPR has raised the possibility of obstacles though. It's an EU creation so I ran into it in France/Luxembourg, but not Switzerland/Liechtenstein, and I can't recall about Andorra but I think it's included, out of courtesy if nothing else. I say Anchorage, but it's really a state-wide library system. Our population isn't that large afterall. I've checked out material from Fairbanks to Juneau and points in-between. Reserve it on-line and it's shipped to the little library about a mile from me for pickup, they send me an email telling me it's there. ...
