Sounds like you may have not exported your message base info to 
AREAS.BBS, so the tosser (SBBSECHO) doesn't know what to do with 
messages.  Go back into SCFG / Message Areas, and go to the FTN 
group in question.  Then choose "Export Areas" and pick the 
"areas.bbs" choice under that.

Also, make sure the sub-boards in that message group have "Fido 
echomail" set to "Yes". (going from memory so wording may be 
slightly different).
