ok now I have 
[ROOT]
Host=acme-v02.api.letsencrypt.org
Directory=/directory
TOSAgreed=true

[Domains]
ephram.synchro.net=/sbbs/web/root
 and get:

the ToS

returned 400, not a 200 or 201 status!


should I have
Directory=/sbbs/web/root
2 wrongs don't make a right, but 3 left turns will get you back on the freeway!
