There's a couple of "hacks" that use the "apparently-to" or "x-comment-to"
header fields and treat them the same as "to".

Synchronet's nntp server does export the "to" field in news articles (and not
"apparently-to" or "x-comment-to" and Windows Mail displays its contents as a
"CC" header field value, so it works, kinda.
