BBS Software Chatter 
You can download it and look at the scripts to find out.
In a nutshell, the "program" uses an expect script to pull down the actual
information from rainmaker.wunderground.com, capturing the text in a file. I
then use sed and another utility to format the text file properly. It's
really not hard to do.
