I read that, and it is not the incident I was referring to.  I can
believe that the woman in question (FLores) felt uncomfortable, and that
Biden needs to address the concerns she has stated.  I do not believe
that Biden intended anything other than support -- with a misguided
guesture.

That photo showed Biden with his hand on the breast of the wife of a
cabinet secretary during his swearing in ceremony.  It was clearly photo
shopped and the original clip was shown.  Even that clip was taken out
of context from the ceremony.  The cabinet officer was beginning to
talk, Joe motioned for the wife to come over from the sidelines to
center stage right.  He did put his hands on her shoulders briefly
guiding her into position.

Again -- two different incidents.

In any case, Joe Biden is taking heat for his (over) affectionate
behavior.  It is something he will need to address if he becomes a
candidate.
