Schwarwkopf also would have been a good President. That is still the idea behind the Framers of the Constitution. Although there is no mention of political parties, there is also nothing forbidding political parties. George Washington's view was there should be no political parties. Thomas Jefferson and James Madison held the view that political parties were essential. Jefferson was not a delegate as he was in France, but his ideas swayed many. With the electoral college, if no candidate received a clear majority the House of Representatives would decide who would be president, and the Senate would decide who would be vice president. This situation almost occurred a number of times, most recently in 1968. The presidency is a very weak office, with the exception of foreign affairs. Everything else is left up to the Congress and USSC. However, it should be kept in mind that all democracies, including the USA, have fascist tendencies. FDR used his powers to enslave peoples of Japanese ancestry. GWB used his powers to enslave peoples of Arabic ancestry (although not on the same scale as FDR). If the USA is attacked by a foreign power, or terrorist group, the president can act unilateral to do whatever he wants in order to contain the threat. Including ordering the use of nuclear weapons as a first strike. If that is not the definition of a dictator gone mad, I do not know what is.
