I don't think every one given has been a joke but, when you give out one
that everyone knows is silly, you have hurt your credibility with me.  Not
saying he might not put together a lifetime of achievements worthy of one,
but giving it to him just for being elected was a serious joke.

Maybe there was no competition that year?
