All power should lie in a multi-party Congress where there are no absolute majorities and they have to reach compromise. The President then should be elected by that Congress, should have no outspoken powers, very ceremonial being the face of that country and representing it in a ceremonial way as our monarchs have been doing lately and be of high moral standing like Eisenhower was. Schwarwkopf also would have been a good President. Just think about why military leaders make good Presidents...
