Maybe.  Offutt has a strange setup, the west end of the runway is about 
100 feet higher than the surrounding terrain (which makes landing short 
very inadvisable) and departing aircraft are about 1000 feet high by 
the time they're over the populated area.  The east end of the runway 
is farmland for several miles
