IIRC a zillion years ago developers built houses right up to the 
airport fence all the way around LAX.  People bought those houses and 
in a very short time were complaining about the noise (DUH!).  People 
vote, airports don't, so the local politicians (read: taxpayers) bought 
those houses from the complainers and, presumably, tore them down
