This is true, I believe.  That said, they also had a plane crash there
about 10 years ago when a commercial flight accidentally took off on the
short runway.  Only one person survived.  I believe they may have
lengthened the short runway after that... but I do believe the correct runway
was lengthened for the reason you state.
