To err is human and this is a special case. There has been the time-span Gibraltar was locked-up by Spain, that is well-documented. But there are also the times when the border-guards went on strike over salary issues, opening times, adequate staffing. Hotel maids went on strike too. The thing is because the UK never was a Schengen-treaty country, there is a hard border with Spain with customs and immigration stations. (just as there always has been one with France) The real funny detail is that the runway of the Gibraltar airport in fact lengthwise is also the border and it is intersected by a north-south road. When a plane is about to land or take-off, the road is closed and cleared so that the runway becomes usable. Years ago Spain mellowed a lot over border-issues because Gibraltar is a top tourist-site and thousands of Spaniards each day cross the border to work there. SD>WD>Same here.
