Also because there is a difference between EU-countries, Schengen-Treaty countries and the ones that are not. Norway is not a EU-country. Neither are the Holy See, Liechtenstein, Monaco, Andorra, Switzerland ... But Norway is a Schengen country, just as Liechtenstein and Switzerland. Ireland is EU and not Schengen but nobody wants to go there anymore. And the UK ... well ... I hope they live happily ever after after Brexit. FYI ... The Schengen Area is an area comprising 26 European states that have officially abolished passport and all other types of border control at their mutual borders. The area mostly functions as a single jurisdiction for international travel purposes, with a common visa policy The borders are there, but no need of protecting the internal border. Most of the outside border is "water". Except the area to the east, mainly the southeast. There was a major influx of undocumented immigrants in the past but that has been stopped in part by making it more difficult to make the trip (to be honest, in winter it is hell), by keeping them and screening them close to their point of departure in Turkey (for which the EU pays). Rejected applicants for immigration are transported back tot heir country of origin ... that screening is a process that can take years. The only route still open is across the Mediterranean, the difficulty containing that is the political instability of Lybia.
