Read what he said and did not say.  He did not say "stopped based on a
suspicion", which would be illegal without some other propable cause.
He said stop cars, which may well mean *all* cars.

There are times when police set up road blocks to catch drunk drivers.
At those roadblocks.  They stop all cars, albeit very briefly unless
there is further evidence of alcohol -- e.g. smell of alcohol on their
breath.
