They were selected by the state legislatures.  As it is today there are 
two houses of representatives and no senate.  Senators are supposed to be 
representing the state governments, not the people in them.

Roosevelt minor didn't pull the US out of the depression, WOrld War II 
did that.  Many people - including me - think that Roosevelt minor's 
meddling exacerbated and prolonged the depression.
