That's quite the reach. History states the Iranian government contacted the
Carter administration in September, 1980 with a proposal for release. It's
common knowledge. So tell me, why would Iran contact Carter well before the
election to broker a release? I'll give you two scenarios.  One, the Iranians
were in a war with Iraq. They needed the $12 billion to support their war
effort and didn't want to restart negotiations in case there was a new
president believing they had extracted most of the benefits from holding the
hostages. May want to read David Farber's Taken Hostage: The Iranian Hostage
Crisis and America's First Encounter with Radical Islam.
