yeah, too bad there's so much open border they can just fly over without
detection or consequence 
there's probably a corporate and political tie in, too... some corporation
trying to lock down pollenation services and getting the state to pass laws to
help them do that... it happens/happened in many cases... hawaii, pineapples,
and bees are one example...
