  A couple of summers ago I ran into the retired federal judge I know at
the store.  We were both on our bikes and going in the same direction and
talked as we rode along.
  At a corner he ran a stop sign.
  I said I was going to have to write him a citation for that.
  He replied I was out of my jurisdiction.
  I said I knew people in the city.
  He replied he knew people above the city.
  I said in that case I would let him off with a warning.
