no... i think it is a play on memory access techniques...

back in the day of the PC through the 486, memory was mapped to certain
areas... extended and expanded memory had "pages" that were swapped into an
accessible area so they could be used and swapped back out when other memory
needed to be serviced... these pages were known as segments so you had a
segment and an offset into that segment (eg: 00040:0100)

the other memory access technique, which is used today, sees all memory as one
huge pond and it is accessed linearly...

the reason why the segmented form was used was because the chips could only
count so high with their address lines... even with other memory in the
machine, there were no more address lines... think of them as lanes in a
highway... when CPU chips grew larger and more powerful, more address lines
were added... now there's enough address lines to be able to access a lot more
memory without having to swap things in and out of an accessible space...
